If failure of the compost stormwater filter system does occur, and all reasonable attempts to correct the system fail, Community Transit will utilize the area originally set aside for the compost filter and not occupied by parking places (approximately 25 fat by 100 feet, in the north east corner of the site) to construct a wetpond vegetated treatment cell with the maximum treatment volume practically obtainable. The construction of rockeries and/or retaining walls would be considered practical and would be provided to maximize the volume attainable in the treatment cell. The contingency plan and/or monitoring plan approved by the City will define what constitutes failure of the system and the initial actions to be taken should normal and routine maintenance and replacement of the cartridge filters not suffice to keep the system operating and treating the design flow.
