8.2 POLICE <br />8.2.1 Threshold <br />None <br />8.2.3 Mitigation Measures <br />1. All developments rr�ust provide adequate lighting of pazking lots and others areas which have <br />an increased risk for crime. Iliumination should be a minimum of 3-4 foot candles. (The <br />City of Everett Zoning Code requires �hat all pazking lots with more than 1Q spaces provide <br />security lighting. Lighting must be shielded in a manner that does not disturb residential <br />uses.) (SEPA Public Services and Land and Shoreline Use Policies) <br />8.5 COMMUNICATIONS <br />8.5.1 Threshold <br />Most communication facilities are exempt from SEPA review. This SEPA analysis covers all <br />aboveground communication facilities provided that view analysis is completed in the Special <br />Property Use permit process. <br />This analysis does not cover any structure that the FAA determines may have a significant <br />adverse affect on navigable airspace azound Paine Field Airport. <br />8.5.3 Mitigation Measures <br />1. All communication lines must be installed underground. (SEPA Public Services and Land <br />and Shoreline Use Policies) <br />2. The Special Property Use pertnit process for aboveground utilities must include analysis of <br />impacts to views from the proposed facilities. In addition, Special Property Use pem�its <br />should only be approved when the design of the aboveground communication facilities aze <br />compatible with neazby structures and/or screened from view. (SEPA Public Services and <br />Land and Shorelinc Use Policies) <br />Antennae and tower proposals and all proposals for structures to be added to the top of <br />existing buildings: the FAA must be notified prior to issuance of a determination of <br />consistency to determine if the structure will affect navigable airspace. All <br />recommendations of the FAA must be complied widi. (SEPA Land and Shoreline Use <br />Policies) <br />
