As I understand it, your interest is to
make you property more visible so potential buyers can better understand the conditions of the
site when you place it on the market for sale.
Following our phone conversation, I did contact Paul McKee at Public Works about the extent of
clearing that would be allowed without a site development plan and SEPA approval.
Use of mechanical equipment for clearing or grading would trigger the need for a clearing and
grading permit, and approval of site development plans. The City cannot issue such a clearing
permit without accompanying development plans.
If you want to remove blackberries or other invasive species using hand tools, no permit would
be required. Trees, including cottonwood trees, would not he considered invasive for purposes
of this pennit exemption. The clearing and grading plan you submitted to the pennit counter
entails substantially more site work and would trigger our land use and SEPA requirements,
stormwater plans and pennits, and potentially, critical area mitigation.
Feel free to contact Paul at 425 257-8867, or me at 425 257-8725.
Sincerely,
Allan Giffen
Director
Cc C-Paul McKee, Engineering.Services r
CITY OF EVE RETT • 2930 Wetmore Avenue, Suite 8-A • Everett, WA 98201 • 1 .5) 257-8731 o Fax (425) 257-8742
