Calla'an,
D::ring ny inspection of the welding at the job site, on Thursday,
Ociober 29, 1981, I noted the ollowing problems;
Ptie A-615 rebar, steel pipe columns and saddles that have Ueen
weided need some minor repair, in respect to undercut, porosity,
lack of fusion and required weld profile according to U.E,C. re-
quirements. The most harmfull prob.lem noted was tlze notch effect
c2used by undercut and improper fill to correct weld size.
It is my recommendation that the problems mentioned above Ue re-
nai:ed to insure the structural integrity of the building.
:ecommended to the parties involved that they are required to
w:ite and qualify two relding procedures covering the weldments
:;volved. The first covering the preheat and interpass temper-
2tures as prescribed in A.l9.S. Dl.1F. Tle other covering the weld-
in that was done prior to the portion that has been done by Mr.
^ed idaddy using the pr.oper methods. Since my evaluation, the pro-
cedures have been written and tested.
ihe proper procedure for the above repairs is procedure }WP-01.
^is procedure is specially designed for the conditions described
ne^ein. Procedure {WP-02 was written and tested to demonstrate
'te fact that the welds have good strength characteristics even
thou;h the proper steps vrere not taken.
nevity of inservice life of the weldments can not be insured
;-.less the proper steps have been talten. I have Ueen told that
;.;e engincering of the buildin surpasses the welc:;ents involved.
i a;n not able to bestify to the engineering aspects, only the
reidments iivolved.

r your information, I vrould like to explain the effect to high
;,::bon steels, such as rebar, wilen propr preheat and interpass
.`,;De,atures are not maintained. When the steel is heated by
.,li;zg the carbon in the heat affected o iss red away
a: ..a,a.
 f- _
J
