WHEREAS, The Boeing Co., which has its largest manufacturing facility in Everett, <br /> has very clearly told the 2002 State Legislature that action - or inaction - regarding <br /> transportation investment will have a very direct effect on Boeing's future decisions <br /> regarding expansion of its operations in Everett and the State of Washington; and <br /> WHEREAS, Everett, Snohomish County, and other local agencies have provided the <br /> 2002 Legislature with a "unified list" of critical transportation projects in the City and <br /> throughout the County that could be constructed upon enactment of a state <br /> transportation funding package, as a significant first step toward addressing our <br /> congestion problems; and <br /> WHEREAS, Everett has, additionally, provided the Legislature with a list of key state <br /> funding programs that augment local and regional transportation corridors and freight <br /> routes, such as the Transportation Improvement Board (TIB), Freight Mobility <br /> Strategic Investment Board (FMSIB), and other grant programs; and <br /> WHEREAS, Everett and other local governments have - in recognition that additional <br /> regional transportation financing and authority may be needed on top of a state funding <br /> package - provided the Legislature with a list of key principles that are important in <br /> any "regionalism" measure. <br /> NOW THEREFORE, BE IT RESOLVED that the Everett Mayor and Everett City <br /> Council urge the 2002 Legislature to take the following actions: <br /> 1) Enact a statewide financing package, either in Olympia or to be put before <br /> voters this fall, that utilizes the gas tax and other user-fee-based revenue sources <br /> to make a significant investment in the transportation infrastructure, both on our <br /> highways and involving other modes of travel; <br /> 2) In any financing package, include funding for key projects in Everett and in <br /> Snohomish County, including the I-5 HOV/Auxiliary lanes/41't Interchange <br /> project, Phase II funding for the I-5 Snohomish Corridor Action Plan ("I-5 <br /> SnoCAP"), Bothell-Everett Highway improvements between 112th and 132nd <br /> Streets, freight mobility projects; and the 128t/132nd Street east-west <br /> improvements in Snohomish County just south of Everett; <br /> 3) Include new funding for the TIB and FMSIB, as well as additional local funding <br /> distributions for local road needs <br /> 4) Recognize the state's responsibility to assist with funding for transit; and <br /> 5) Enact a regional transportation financing and governance measure that assures <br /> meaningful participation for cities, flexibility in project selection, equity in how <br />
