0 r <br /> RESOLUTION NO. 5144 <br /> A RESOLUTION for waiving the public bidding requirements and for the sole source purchase of <br /> two mid-mount 93' platform ladder trucks from American LaFrance Northwest, LLC. <br /> WHEREAS, Everett City Council authorized a call for bids for two mid-mount 93 foot platform <br /> ladder trucks on October 24, 2001; and <br /> WHEREAS, an extremely important specification for these trucks is the current Washington State <br /> weight restriction that limits us to 43,000 pounds on the rear tandem axles and 21,500 pounds on <br /> the front axle; and <br /> WHEREAS, each ladder truck must allow us to load 4,000 pounds of equipment plus firefighters <br /> and stay within the legal weight; and <br /> WHEREAS, in August 2001, letters of interest were sent to eighteen fire apparatus suppliers <br /> indicating our need for such an apparatus and inviting them to contact us; and <br /> WHEREAS, nine potential bidders were identified as a result of the letters of interest and several <br /> others were gleaned from internet searches and searches of the National Institute of Governmental <br /> Purchasing's specification library; and <br /> WHEREAS, a conscientious and purposeful effort was made to advertise in both the Everett <br /> Herald and the Seattle Daily Journal of Commerce as well as mail bid invitations to twelve <br /> potential bidders, which resulted in the single bid submitted by American LaFrance Northwest; <br /> and <br /> WHEREAS, a price analysis of the single bid received was conducted and the bid price was found <br /> to be comparable to bids awarded for similar equipment; and <br /> WHEREAS, due to Washington State having one of the most restrictive vehicle weight limits in <br /> the nation, American LaFrance is the only manufacturer capable of producing a 93' platform <br /> ladder truck that can meet those Washington State weight limitations and the Everett Fire <br /> Department safety specifications; and <br /> WHEREAS, special market conditions are evidencd by American LaFrance's factory/dealer <br /> concession of$36,000 per vehicle that together with deductions for deleted equipment will reduce <br /> their original bid price from $1,662,794.88 to $1,490,540.18, <br />
