June 5, 2013
The regular meeting of the Everett City Council was called to order at 6:30
p.m., June 5, 2013 in the City Council Chambers of the Everett City Hall,
President Moore presiding. Upon roll call it was found that Mayor
Stephanson and Council Members Roberts, Moore, Murphy, Bader,
Stonecipher and Affholter were present. Council Member Gipson was
excused.
Council Member Murphy led the Pledge of Allegiance.
The minutes of the May 29, 2013 City Council meeting were approved as
printed.
MAYOR
Mayor Stephanson shared that he participated in a project this afternoon,
the Hibulb Interpretative Signage project, which was a collaborative effort
between the Northwest Neighborhood and Historic Everett. He thanked
those who lead the effort: Annie Lyman, Valerie Steel, J.T. Dray, Patty
Lohse, and Hugh Matheson.
KIMBERLY CLARK UPDATE FROM DEPARTMENT OF
ECOLOGY
Mayor Stephanson stated that at the May 29, 2013 City Council meeting,
the City Council requested an update on Kimberly-Clark's demolition and
cleanup activities and concerns that have been raised about dust from the
site and the type of cleanup that will be conducted. The Mayor stated that
"to address those concerns, we have a representative here tonight from
Puget Sound Clean Air Agency to explain the agency's role in regulating
air quality and what is being done to minimize dust emissions from the
site, and representatives from the Department of Ecology, which oversees
clean up of the site. They will explain their role and authority in the
process that they are conducting consistent with State law to collect
information and make decisions over the next year or two concerning
cleanup standards and the cleanup action plan. Their presentation will
answer many of the questions that have been asked and make it clear
what the City's path forward is, as we work with the Department of
Ecology and Kimberly-Clark, to make sure the mill site is cleaned up to
154
