CERTIFICATE <br /> I, the undersigned, City Clerk of the City of Everett, Washington(the "City") and keeper <br /> of the records of the City Council of the City(the "Council"), DO HEREBY CERTIFY: <br /> 1. That the attached Resolution is a true and correct copy of Resolution No. <br /> of the City(the "Resolution"), as finally passed at a regular meeting of the <br /> Council held on the day of November, 2001, and duly recorded in my <br /> office. <br /> 2.
