Moved by Councilman Pope, seconded by Councilman Langus, to transfer the <br />sum of $7,040 from the Council Contingency Fund to the Building <br />Maintenance Fund for the refurbishment of the Story Pole. <br />Roll was called with all Councilmen voting yes, except Councilman Aldero <br />who was not present_ <br />Motion Carried <br />Councilman Aldcroft arrived at this time. <br />BRACKETT'S LANDING - (CB 817-274) <br />Frances Murphy, Edmonds School District teacher, told Council of the <br />Task Force formed last summer to preserve that portion of the shoreline <br />known as Brackett's Landing in Edmonds. However, she said they had been <br />talking to city administrators and other interested groups po make them <br />aware that this is a regional problem and that the shoreline and marine <br />life must be preserved from Alki Point to Mukilteo. She said the Task <br />Force was making an appeal to the City of Everett to give them moral <br />support and urged that Everett also form a group for the same purpose. <br />CITIZENS COMMENTS -- GENERAL HOSPITAL PARKING PROBLEM <br />President Baker and Councilman Gipson left the meeting at this time. <br />Austin Dwyer, of 1302 Hoyt, said he represented approximately 40 people <br />in the neighborhood azvund General Hospital who were concerned about the <br />parking problem and who felt there should have been a public hearing <br />before allowing the Hospital to use the vacant lots for parking. He <br />said the City did not follow the proper procedure and possibly violated <br />the special property use ordinance. He then presented Council with a <br />petition signed by 38 citizens objecting to the use of these residential <br />lots for parking. <br />Susan Russell, of 1510 12th St., said the neighbors were very concerned <br />about the safety of children and do not feel the tots in the residential <br />neighborhood are an appropriate place to park 92 cars, She said an al,le• <br />separates the lots and is used by children to go to the store. The <br />access on to 12th has a big hedge at one side and a visibility problem <br />exists. She felt there was adequate parking on the streets and in the <br />lot provided by the college. <br />Councilman Langus said there would be a need -for additional parking as <br />the construction continues for plumbers, electricians, etc. and said <br />many people had told him or written that they wanted the parking lot. <br />Mr. Dwyer said he felt the issue in this matter was one of zoning and <br />that the proper procedures had not been followed in allowing the Hospita. <br />to use the parking lot. He also said he felt there was a problem with <br />communication between neighbors, City and the Hospital. <br />Councilman Aldcroft reminded everyone that a property owner does not own <br />or have exclusive use of the parking area in front of their homes, and <br />that str t <br />es and <br />e alleys are owned by all citizens. He suggested some <br />Of signing be installed, such as making the alley one-way. , <br />
