Staff Report to Planning Commission <br />Providence Everett Medical Center Expansion <br />2004 Comprehensive Plan Docket Application <br />Summary of Proposed Amendment: <br />Providence Everett Medical Center (PEMC) is requesting an expansion to the east, <br />toward North Broadway Avenue, under the guidance of a Master Plan update they have <br />submitted to the City for approval. The request is to: <br />In expansion area to the east, amend Comprehensive Plan designation from <br />Single Family (1.3) to Hospital (2.4). The expansion area includes one City <br />Block, bounded to the north by 13th Street, to south by 14th Street, to the east <br />by Oakes Avenue and to the west by Rockefeller Avenue and the existing <br />PEMC campus. The subject expansion block is referred to here as Block <br />248. Rockefeller Avenue and the alley between 13th and 14th, in the <br />expansion area, would be vacated. <br />2. Place Institutional (1) Overlay zone on expansion area and all of the existing <br />Colby Campus properties. <br />3. The above action would affect the existing Donovan District homes (Block <br />248) which are on the Everett Historic Register (see analysis below). <br />The Master Plan would guide Hospital construction and planning through 2024, <br />through use of a 20 year phasing strategy (see Master Plan phase diagrams). <br />Providence <br />Everett <br />Medical <br />Center <br />Providence Everett Medical Center <br />and proposed expansion area <br />
