Issues Considered: <br />• PEMC has identified and is responding to a need for expansion. Growth <br />projections indicate the need for hospital beds at the campus will go from the present <br />count of 362 beds to a 2022 count of 540 to 582 beds. <br />• PEMC is the 3"d largest employer in Snohomish County with over 3,000 <br />employees and an annual budget of $358 million. The Boeing Company and Navy are <br />the two largest employers in the County. <br />• Being able to keep up with demand means continued health care service for the <br />public served by this facility. The service area extends to all of Snohomish County. <br />• Numerous inquiries to the PEMC staff concerning alternative physical growth <br />pattern have been met with a strong focus on keeping costs and operational <br />considerations under control. The PEMC staff response has consistently been, " the <br />proposed configuration best meets our objectives." <br />• PEMC has committed to construction of a new cancer center at the subject site <br />(the Colby campus). The strategic decision to commit to this project is dependent in <br />part on City approval of the requested Institutional Zone and Master Plan, which <br />includes being allowed to move into the proposed expansion area. <br />• PEMC proposes to expand into Block 248, bordered by 13th Street to the north, <br />Oakes to the east, 14th to south, and Rockefeller Ave. to the west. This block is <br />currently part of the historic Donovan District, which is listed on the Everett Register of <br />Historic Places. PEMC owns 21 of 22 homes in Block 248. The proposed expansion <br />plan would require the houses in this block to be moved off site or demolished, and <br />these actions would require recommendation by the Historical Commission. PEMC has <br />requested the following: <br />(1) Removal of Block 248 from the Donovan District. This would require <br />recommendation by the Historical Commission and decision by City Council. <br />(2) Approval of a Certificate of Appropriateness to move the houses owned by <br />PEMC in Block 248 off site. This would require recommendation by the Historical <br />Commission and decision by the Mayor. <br />(3) Approval of a Waiver of the Certificate of Appropriate to demolish the <br />houses owned by PEMC on Block 248. This would require recommendation by <br />the Historical Commission and decision by City Council. <br />PEMC has been working to ensure that most or all of the affected homes in Block 248 <br />will be moved and kept in Everett. Several developers have approached PEMC staff <br />with an interest in moving and reusing the Donovan homes. <br />7 <br />
