C. Implementation: <br />Goal 4: Environmental Considerations (CF -7) <br />To promote the provision of capital facilities while ensuring environmentally <br />sensitive, safe and reliable service that is visually compatible with the <br />surrounding land uses and results in reasonable economic costs. <br />a. Objective: <br />All capital facilities expansion and construction shall consider the environment <br />and ways to minimize impacts to it in siting, construction and use. (CF -7) <br />(2) In providing capital facilities, the City shall minimize, to the extent <br />possible, incompatible land uses (see also Land Use Element) <br />1. When reviewing capital facilities projects in residential neighborhoods, <br />retaining privacy, minimizing traffic and avoidance of adverse environmental <br />impacts shall be primary considerations. <br />2. Capital facilities constructed in residential neighborhoods shall be designed <br />and constructed in a manner consistent with the character of the area. Where <br />actual design of a structure cannot be modified, appropriate buffer/ screening <br />measures shall to the extent practical be required as a condition of development. <br />3. The City shall minimize to the extent practical encroachment on view and <br />solar access of existing residence by new capital facilities or expansion of <br />existing facilities or improvement. <br />NOTE: It is recommended the following discussion be considered in the <br />"essential public facility" context. <br />Comprehensive Plan Policy guidance: <br />A. Hospital and Clinic Land Use Polices (LU -25): <br />Hospitals and many clinics in Everett have located in residential areas either prior <br />to any zoning regulations or under the more permissive regulations of the <br />previous zoning code. While providing many benefits to the community, these <br />medical related land uses have also had impacts upon the residential areas in <br />which they have located, including increased traffic and parking congestion, <br />escalating land costs, and elimination of housing stock. The policies of the Land <br />Use Element allow for the continued development, expansion and operation of <br />hospitals and clinics within those residentially zoned areas currently designated <br />for hospitals, clinics and medical related uses on the Land Use Map, and protect <br />9 <br />
