2. Have circumstances related to the subject property and in the area in which <br />it is located changed sufficiently since the adoption of the Land Use Element to <br />justify a change to the land use designation? <br />1.11.4 Colby Campus of Providence -General Medical Center (page LU -33) <br />"The recent merger of General Hospital with Providence Hospital has, at least <br />temporarily, put a hold on future expansion plans while long term service plans are <br />evaluated. Until such time that Providence ... identifies future expansion needs, the <br />residential areas abutting the Colby campus will remain designated for residential use <br />according to the Land Use Map and applicable policies and regulations. Any changes <br />to these residential land use designations will require future evaluation by the City in <br />context with an update to the comprehensive plan." <br />The PEMC request come to the City within this context. <br />3. Are the assumptions upon which the new land use designation of the <br />subject property is based erroneous, or is information now available which was <br />not considered at the time the Land Use Element was adopted that justify a <br />change to the land use designation? If so the erroneous assumptions or new <br />information should be described in detail to enable the Planning Commission and <br />City Council to find that the land use designation should be changed. <br />The original assumption of the Comprehensive Plan was that at some point in the future <br />decision makers who operate the combined hospital facilities present in Everett, and <br />now operating under a single ownership structure, would formulate a long term plan and <br />then bring that plan forward for public review and City Consideration. <br />The Master Plan before the City at this time is the result of that effort. There need be no <br />claim of erroneous basis for this application. Its consideration was anticipated by the <br />Comprehensive Plan (see #2. above). <br />4. Does the proposed land use designation promote a more desirable land <br />use pattern for the community as a whole? If so, a detailed description of the <br />qualities of the proposed land use designation that make the land use pattern for <br />the community more desirable should be provided to enable the Planning <br />Commission and City Council to find that the proposed land use designation is in <br />the community's best interest. <br />The key feature of a 20 -year master plan from the City and public perspective is that it <br />provides long-term predictability. The Master Plan shows four phases of development. <br />If it is approved (or modified and approved) interested parties will know where and when <br />various phases of activity will occur. The desirable land use question is partly a function <br />of how well the new facilities are integrated into the area and to what extent mitigation is <br />identified and implemented. <br />11 <br />
