Washington Trust for Historic Preservation
page 2
traditional grid street pattern of the historic district, going against an official policy of the
Comprehensive Plan.
In addition to contradicting sections of the Comprehensive Plan, the destruction of such a
significant portion of the Donovan District would most likely make the district ineligible for listing
on the National Register of Historic Places and the Washington Heritage Register. This would
deny the district recognition of its historical and architectural significance on a wider level.
The City of Everett and its citizens have made great strides in promoting and preserving its
architectural heritage but there have been some major losses. The preservation organization,
Historic Everett, rose from the debris of the fallen buildings on Hewitt Avenue to become a force
in advocating for the preservation of the city's heritage. Once again, we stand behind the citizens
of Everett who value their historic resources.
The Trust urges the Planning Commission to think about the adverse effects the proposed
expansion of the hospital would have if the Commission were to help allow the demo!ition of the
Donovan District houses by rezoning the affected area. There are other alternatives available that
would not directly contradict the City's adopted Comprehensive Plan. While the Trust
understands that a comprehensive plan is a fluid document that needs updating to respond to
changing times, we don't believe that its goals, objectives, and policies should be tossed out at
the expense of Everett's heritage.
The Trust thanks Commission members for your consideration of these issues. We understand
you have some difficult decisions ahead of you and appreciate the opportunity to comment.
Please remember that there is no mitigation for demolition. Once a historic resource is
demolished, it is gone forever.
Sincerely,
Eugenia Woo
Board of Directors
Preservation Committee Chair
