Broadway to PEMC actually has a higher rate of traffic. Also, the signs from Broadway
pointing to the hospital are at 14' and 13'h, not as suggested by the study, at 16'x.
Lombard is the only north -south street between Colby and Broadway that goes from 10'
south to downtown, making it a busy side -street. The intersection of Lombard and 13'
has no marked crosswalks, and has many ambulance trips each day. An increase of traffic
on 13' would cut off pedestrian traffic, including students at the Community College as
well as children attending Whittier Elementary who live south of 13' and north of 10,
east of Colby and west of Broadway. The city does not currently utilize traffic calming
devices (appendix 6) to minimize the impact of go -through traffic in residential
neighborhoods close to the hospital.
c- The current plan calls for demolishing houses to create a temporary flat surface
parking area. The hospital owns property on North Broadway that would more than meet
their parking needs for staff should they choose to enforce a parking policy.
d -The increase of traffic on roads leading to the hospital through residential
neighborhoods would require a limiting of parking on a narrow street (13`x)
f- The new trips to the CC/MOB would be better suited traveling on Broadway than
through a neighborhood. In addition, the future development plans and their related
traffic increases has not been designated, and nor have any plans been approved by the
city.
g- Proposed measures to reduce or control transportation impacts should include moving
the CGMOB to Broadway. We understand that future expansion of acute care services
will result in an increase in traffic which is unavoidable. The traffic related to the
outpatient CC/MOB is not unavoidabl"t can easily be redirected to a city street
equipped to handle the volume of an additional 1433 daily trips.
The Donovan neighborhood group is committed to working with PEMC and the City of
Everett to identify alternatives that will save this community treasure and with creative
design and appropriate expertise, we believe that PEMC can continue to serve as a
community asset without demolishing the cultural heritage of Everett. Thank you for this
opportunity to comment on the Draft Environmental Impact Statement for the PEMC
rezone application.
Sincerely,
Hilary Anne Hager
1321 Lombard Ave
hilaryannehager@yahoo.com
