INTRODUCTION <br />In May 2000, Brailsford & Dunlavey, <br />along with subconsuttant Ellerbe Becket, was <br />retained by the City of Everett to conduct a <br />feasibility study for a proposed indoor arena to <br />be located in downtown Everett. The City of <br />Everett required that the study include, at a <br />minimum, a market analysis, site analysis, and <br />financial analysis. Additionally, Brailsford & <br />Dunlavey identified the need to include a <br />strategic analysis at the outset of the study to <br />define the criteria for the project "feasibility" and <br />evaluate conformance of the project's objectives <br />to the overriding growth and development <br />strategies for the City of Everett. This document <br />represents Brailsford & Dunlavey's final report <br />on the findings within each area of the study. <br />The findings contained herein represent <br />the professional opinions of Brailsford & <br />Dunlavey personnel based on the assumptions <br />and conditions detailed. Brailsford & Dunlavey <br />analysts have conducted research using both <br />primary and secondary information sources <br />which are deemed to be reliable, but whose <br />accuracy Brailsford & Dunlavey cannot <br />guarantee.
