RESOLUTION No. 5018 <br /> A RESOLUTION Declaring an Emergency Regarding the February 28, 2001, 6.8 Magnitude, <br /> Earthquake which struck Western Washington including Snohomish County and the City of <br /> Everett <br /> WHEREAS, the City of Everett owns and operates a large Water and Sewer infrastructure; and <br /> WHEREAS,the City of Everett has a substantial investment in streets and structures; and <br /> WHEREAS, damage was incurred to portions of this infrastructure; and <br /> WHEREAS, immediate action may be required to preserve public health and to protect lives and <br /> property; and <br /> WHEREAS, an emergency declaration is required by the Federal Emergency Management <br /> Agency as a precedent to qualifying for federal repair funds: <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> 1. An emergency is declared to exist; <br /> 2. The Mayor is authorized to execute contracts for services, material and equipment to be <br /> procured by the Mayor or his designee(s) to accomplish the purposes of this Resolution. <br /> Such contracts may be procured without the necessity of normal competitive bidding and <br /> award processes. <br /> ouncilperson Introducing Resolution <br /> Passed and Approved this 7th day of March , 2001. <br /> Council President <br />
