WHEREAS, elected officials in the Central Puget Sound region have stated that it is <br /> unfair and intolerable to end up with a funding policy where taxpayers in Everett and throughout <br /> the region only see a 50 percent return on their transportation tax dollar; and <br /> WHEREAS,the notion of incorporating tax equity provisions into legislation is not new; <br /> and <br /> WHEREAS, the concept of transportation investment equity is noted in several places <br /> within the "Options" report of a gubernatorially-appointed Blue Ribbon Commission on <br /> Transportation; and <br /> WHEREAS, in the recently enacted "TEA-21" measure adopted by Congress two years <br /> ago, a formula for at least 91 cents on the dollar equity was incorporated into that legislation; and <br /> WHEREAS,the Sound Transit system within the Central Puget Sound includes subarea <br /> equity provisions to strive toward tax paid/tax investments returned for residents of the <br /> Snohomish,North King, Seattle, South King, and Pierce County subareas. <br /> NOW THEREFORE,the City Council of the City of Everett does hereby resolve: <br /> 1. That a transportation investment equity principle, as advanced by the Blue Ribbon <br /> Commission, should be included in legislation enacted by the 2001 Legislature, so <br /> that the taxpayers of Everett and Snohomish County receive a more reasonable and <br /> equitable return for their transportation tax dollar. <br /> 2. That local government, the business sector, and others in the region, in partnership <br /> with their legislative delegations, work to advance this concept in 2001 and work to <br /> ensure it is included as a component of any Transportation Funding package. <br /> 3.
