RESOLUTION NO. 4924 ,:/% m•Am <br /> A RESOLUTION In Support of a Grant Application to the Interagency . �� •• for <br /> Outdoor Recreation (IAC) for Funding for a Forest Park Underpass <br /> WHEREAS, the City of Everett Parks and Recreation Comprehensive Plan(1999-2000) <br /> identified the need for a bicycle and pedestrian regional trail connection between the <br /> Harborfront and the Forest Park area of Everett; and <br /> WHEREAS, the pedestrian-bicycle access across the BNSF lines to the tidelands of Port <br /> Gardner in the vicinity of Forest Park is included in the Transportation Element of the Everett <br /> Growth Management Comprehensive Plan; and <br /> WHEREAS, the City Council of the City of Everett finds that the proposed bicycle and <br /> pedestrian access to Everett's waterfront will significantly improve public access to the <br /> shorelines; and <br /> WHEREAS, on May 9, 2000, the Park Commission voted to recommend to Council that the <br /> City make formal application for IAC; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT THAT: <br /> 1. The City implement adopted plans and policies related to park improvements and non- <br /> motorized trail facilities; <br /> 2. The City provide a direct and safe connection to Forest Park from the harbor front; <br /> 3. That the City allow the public to enjoy existing recreational facilities and aquatic resource <br /> lands on the harbor front; <br /> 4. That the City create greater continuity with existing and planned trail systems in Everett; <br /> 5. That the City support previous investments made in recreational improvements in the <br /> vicinity; and <br /> 6. That the City encourage greater public contact with and understanding of the unique <br /> shoreline environmental resources in Port Gardner Bay at the mouth of the Snohomish <br /> River and Pigeon Creek area. <br /> 7. That the City Council of the City of Everett authorize Mayor Edward D. Hansen to make <br /> formal application to IAC for funding assistance in cooperation with the Port of Everett. <br />
