The Everett Improvement Company sold land for the park to the City <br /> of Everett for the legal fee of$1.00. With a sweeping view of Puget Sound, the park is currently in need of <br /> improved overlooks, replacement of old lights with new fixtures that capture the historic character of the <br /> neighborhood,widened walking paths with improved ADA accessibility, improved planting beds and <br /> sidewalk improvements. Roadside bollards capturing historical characteristics will be placed roadside to <br /> prevent vandalism and damage to the Park. The existing hedge will gradually be replaced by the Parks <br /> Department with lower growing plant material that will provide a more kempt presence and will require less <br /> maintenance. A careful and gradual replacement of the hedge will protect the structural integrity of the bank. <br /> Three neighborhood planning meetings and design charettes have been held for community involvement. <br /> This project will include new lighting, walking paths, sidewalk improvement, bollards,improved planting <br /> beds <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt the proposed ordinance creating a special improvement project entitled "Grand Avenue Park <br /> Sustainable Maintenance Renovation", Fund 354, Program 026. <br /> 9 <br />
