The law <br /> referred above, allows an Interlocal Agreement creating a"Joint Board"composed of representatives from <br /> the City and the Tribes. This Interlocal Agreement creates a Joint Board entitled: "Tulalip and City Joint <br /> Board for Managing the Construction of the Everett to Tulalip Waterline". It consists of two representatives <br /> from each of the two entities. This Interlocal Agreement is the first step in a proposed series of steps towards <br /> the goal of constructing the water supply pipeline contemplated in the Agreement. Its first task is to develop <br /> and recommend a comprehensive mechanism to deal with the financing,planning and construction issues <br /> inherent in such a project. <br /> RECOMMENDATION (Exact action requested of Council): Authorize Mayor to sign the Interlocal <br /> Agreement establishing a Joint Board between the City and the Tulalip Tribes to implement § C. 1. of the <br /> September 16, 2005 Agreement for Settlement, Water Supply, and Water Delivery System with the Tulalip <br /> Tribes to develop a comprehensive mechanism to provide financial,project budget,construction <br /> management,etc. for the proposed water delivery system. <br /> 3 <br />
