All footing and/or monolith <br /> excavations should be observed prior to placement of steel and <br /> concrete to see that footings are founded on satisfactory <br /> bearing materials and that excavations are free of loose and <br /> disturbed materials. All structural fill and backfill should be <br /> placed and compacted under observation and testing by a <br /> qualified testing laboratory. <br />
