Scope of Work The COUNTY will create and implement a project to increase the number of One Regional Card for All (ORCA)transit fare card users and increase the use of ORCA cards in partnership with Sound Transit, Pierce Transit,Community Transit,Everett Transit and the Seattle Department of Transportation. Roles and Responsibilities The COUNTY will serve as the lead agency for this grant project. The COUNTY will administer and bill the grant. Performance Reports and Invoicing The COUNTY shall keep satisfactory written records with regard to the Project and submit a mutually agreeable Performance Measurement Plan to WSDOT.The COUNTY will submit annual reports to WSDOT for the Term of Project,regarding the progress of the Project,or as WSDOT may require, including,but not limited to,interim reports.The COUNTY shall submit quarterly billing invoices consistent with Section 3,PAYMENT AND BILLING,of GCA 6141. Eligible Expenses • • Costs associated with establishing a regional ORCA outreach campaign to increase ORCA use and converting transit cash customers to transit smart card customers. The reimbursable amount for this activity is$536,500. • Costs associated with use of TDM programs to get ORCA cards more broadly distributed. The reimbursable amount for this activity is 360,000. Project Milestone Milestone Est.Date of Completion Activity Project Work Plan July 31 2016 Submit a Project Work Plan comprised of specific outcomes,timeline,milestones,and budget details addressing participant and match funds. Mutually Agreeable Performance August 31 2016 Coordinate with WSDOT Data and Evaluation Measurement Plan Team to establish a Performance Measurement Plan. ORCA Outreach Campaign May 31 2017 Complete the Regional ORCA TDM Project.
