WHEREAS, RCW 47.80.010 encourages the State and local jurisdictions to identify <br /> opportunities for cooperation to achieve statewide and local transportation goals; and <br /> WHEREAS, the STATE is planning, developing, and constructing a number of projects, <br /> including but not limited to projects to improve sections of State Route 99, State Route 520, <br /> State Route 405, and other state routes (Projects); and <br /> WHEREAS, it is anticipated that at least some of the Projects will cause substantial traffic <br /> congestion during construction; and <br /> WHEREAS, it is anticipated that some of the work under this Agreement will mitigate the <br /> effects of traffic congestion caused by the Projects; and <br /> WHEREAS, the COUNTY has experience and expertise in developing and implementing <br /> Strategies that reduce the number of single occupancy vehicle trips and improve the efficiency <br /> of state and local transportation systems; and <br /> WHEREAS, the STATE will work cooperatively with the COUNTY to develop and implement <br /> integrated Strategies as directed in the STATE's Moving Washington plan; and <br /> WHEREAS, the STATE has determined that it is in the public interest for the COUNTY to <br /> perform certain elements of work to implement said Strategies; and <br /> WHEREAS, this Agreement is intended to serve as a framework for a number of individual <br /> Task Orders that the STATE and COUNTY will subsequently enter into as part of this <br /> cooperative effort; and <br /> WHEREAS, the actual work to be performed under this Agreement will be identified by <br /> executed Task Orders, which will specify the specific funding source for the work to be <br /> performed for each Task Order; and <br /> WHEREAS, any state funding for work under this Agreement is authorized in the state biennial <br /> Transportation Budget(s) and any supplemental budget(s) thereto for the state program(s) <br /> specified in the Task Order; and <br /> WHEREAS, some of the individual tasks may be funded by federal grants pursuant to the <br /> authority vested in the STATE through RCW 47.04.170; and <br /> WHEREAS, any federal funding for work under this Agreement is authorized in the state <br /> biennial Transportation Budget(s) and any supplemental budget(s) thereto and pursuant to the <br /> federal authorities and program(s) specified in the Task Order; and <br /> NOW THEREFORE, pursuant to RCW 47.28.140, RCW 47.52.090, and chapter 39.34 RCW, <br /> and in consideration of the terms, conditions, and performances contained herein, and the <br /> attached Exhibits which are incorporated and made a part hereof, the Parties mutually agree as <br /> follows: <br /> GCA 6141 Master Agreement for TOM Work by King County Page 2 of 10 <br />
