There are exceptional circumstances applying to the subject <br /> property as to the intended use therof , that do not apply <br /> generally to other properties in the same vicinity. <br /> 2. The variance is necessary for the Preservation and enjoyment <br /> of a substantial property riqht of the appellant possessed <br /> by the owners of other properties as the clinic is keepir.� with <br /> the parking that is now present. <br /> 3. The authorization of the variance will not be materially <br /> detrimental to the public welfare as the clinic serves the <br /> people in the vicinity in which the property is located. <br /> 4 . The granting of the variance will not adversely affect the <br /> Comprehensive Land Use Plan. <br />
