The parking lot was constructed without any City approvals or permits and does not comply with City Code requirements. Specifically, the State Environmental Policy Act (SEPA) Rules (WAC Chapter 197-11) and the City's SEPA Ordinance (i753-81) require that the construction of any parking lot of more than 20 spaces must complete a SEPA environmental review prior to construction. In addition, the City Public Works Department must issue permits prior to construction and the parking lot must conform to City requirements for size, layout, drainage control, structural section and landscaping. Please complete the attached Environmental Checklist and submit the application to the Planning Department by February 1, 19879 in order to start the procedure to bring your project into compliance with City and State regulations. If the application is not submitted by February 1, 1987, we will turn the matter over to the City Attorneys. .
