White:
CiTY CF
The Fi[e Ptevention Buceau performed its annual fice prevention eve rett
aurvey of the high-rise at 2605 Bake[ on Wednesday, October 9, 1985• :9110AItE5•2598)!7
EVERETT. WASHINGTON
98tp1
You and youc maint n:ice stfE, headed by Mr. Rrause, are to be FIREDEPARTMENT
congratulate vn the fine condition and maintenanc2 in this
faciliy. Only four minor items were noted for correction.
Thete is one condition existing in this building that concerns us, however. The lack oE
emecgency power in a high-rise building can be the source of some extremely difEicult
problems to overcome in the event that a fice situation might also inc).de the loss of
electrical power.
IE such an event wece to occuc during dackness hours, we could expect to deal with the
followir.g:
1) P.nic among the resints. •chis is generally much worse among eldecly people.
2) Greater diEficulty in dealing with the fire situation itselE. This would be
Eurther aggravated by the need to dedicate a much greater percentage of the
firefighting focce to dealing wit: panic and confusion oE the occupants.
With over 150 residents and s^ven Cloors oE absolute pitch blackness to deal aith...t:ie
pictice is not vey appealing.
Although emergency pwer was not a requicement at the time tt;is facility was
construted, fire expecience in high-cises in the intecvening years has taught us some
bitter lessons. Present day codes call foc a number oE sophisticated requirement3 in
addition to emecgency powec. We would, thecefoce, highly recommend, even ucge yru to
cortsider pcoviding enecgency lighting f•c your corcidors, staicr:ays and elevatocs.
Modecn, self-contained battery backed units are available Eor such retrofitting. They
are celatively inexpensi and easy to install. Many such units are in use in high-cise
buildings, assembl'es and any number of other occupancies which, otherwise, night find
it difficult to evacuate its occupants in an orderly fashion.
Thank you for your attention and considecation to the matter. If you have any
questions, please call eithei of us at the rmbersted. _

i
i
r1/ J
Sam P[eaton, Assistant Fice Marahal Lar[y Ciahan, Building
259-3720 259-87
SP/sh
