WASHINGTON <br />98tp1 <br />You and youc maint �n:ice st�fE, headed by Mr. Rrause, are to be FIREDEPARTMENT <br />congratulate� vn the fine condition and maintenanc2 in this <br />facili�y. Only four minor items were noted for correction. <br />Thete is one condition existing in this building that concerns us, however. The lack oE <br />emecgency power in a high-rise building can be the source of some extremely difEicult <br />problems to overcome in the event that a fice situation might also inc).��de the loss of <br />electrical power. <br />IE such an event wece to occuc during dackness hours, we could expect to deal with the <br />followir.g: <br />1) P�.nic among the resi��nts. •chis is generally much worse among eldecly people. <br />2) Greater diEficulty in dealing with the fire situation itselE. This would be <br />Eurther aggravated by the need to dedicate a much greater percentage of the <br />firefighting focce to dealing wit:� panic and confusion oE the occupants. <br />With over 150 residents and s^ven Cloors oE absolute pitch blackness to deal aith...t:ie <br />picti�ce is not ve�y appealing. <br />Although emergency p�wer was not a requicement at the time tt;is facility was <br />constru�ted, fire expecience in high-cises in the intecvening years has taught us some <br />bitter lessons. Present day codes call foc a number oE sophisticated requirement3 in <br />addition to emecgency powec. We would, thecefoce, highly recommend, even ucge yr�u to <br />cortsider pcoviding enecgency lighting f�•c your corcidors, staicr:ays and elevatocs. <br />Modecn, self-contained battery backed units are available Eor such retrofitting. They <br />are celatively inexpensi�� and easy to install. Many such units are in use in high-cise <br />buildings, assembl'es and any number of other occupancies which, otherwise, night find <br />it difficult to evacuate its occupants in an orderly fashion. <br />Thank you for your attention and considecation to the matter.
