This Notice is to: <br />a. Explain procedures for estabtishing public housing <br />development cost limits. This 1lotice does not app1Y to <br />Indian housing. <br />b. Transmit the attached updated schedule of unit total <br />development cost (TDC) limits, which are effective <br />immediately for projects without executed construction/ <br />rehabilitation contracts. <br />Background. <br />a. Section 6(b) to the United States Housing Act requires: <br />"(1) Each contract for loans (other than preliminary <br />loans) or contributions for the development, <br />acquisition, or operatian of puDlic housing... sha11 <br />provide that the total development cost of the project <br />on which the computatian of any annual contributions <br />under this Act may be based ma not exceed the amount <br />determin t e a�proQr_ate. <br />s ructu.r..e__ty-pe-l—unless the Secretary provides <br />otherwise, and in any case may not exceed 110 per <br />centum of such amount unless the Secretary for good <br />cause determines otherwise. <br />(2) For purposes af paraqraph (1), the Secretary shall <br />determine the total development cost by multiplying the <br />constructian cost guideline for the project (which <br />shall be determined by averaqinq the current <br />construction costs, as listed by nat less than 2 <br />nationally recognized residential construction cost <br />indices, for publicly bid construction of a good and <br />sound quality) by -- <br />PCD : Distribution: W-1-1, W-2 �H% � W-3 (H) , R-1, R-2, R-3, R-3-1(PIH) , R-3-2.
