March 26, 1993 �� RE: Baker Heights Phase III 88-002 We are writinq this letter on behalf of the Everett Housing Authority regardinq the Haker Heights Housinq Renevation prcj�ct currently underway. On March 22, 1993, we were notified by our General Contractor that the Plumbing Inspector is requiring that expansion tanks be provided on all hot water heaters beinq installed at Baker Heiqhts. The tanks are required by the 1991 P.lumbing Code, Section 1007, which is being enforced by the City of Everett as of January 1, 1993. We feel that the Everett Housinq Anthority should be exempt from this requirement for the following reasons: * Section 10o7(c) requires that any water system with a pressure regulating device and check valve have an expansion tank. Because the hot water heaters being provided at Baker Heights do not have check valves, there is no closed system, and therefore no waste, this requirement should not apply. * In addition, all permit approval processes took place in 1992, and since the City of Everett began its enforcement of the 1991 plumbing code in January 1993, we should be grandfathered under the previous code.
