City Ordinance No. 1998-94 established the <br />connecdon charges that are applicable to all developments within Everett, including multi-fatnily <br />developments such as The Meadows an�. �vergreen Court. <br />The schedule of utility connection charges in City Ordinance No. 1998-94 is besed on a survey <br />of water consumption for a cross-section of existing residential land uses within Everett city <br />limits. As a result of this survey of water consumption, which confirmed that a multi-family unit <br />consumes significantly less water than a single-family home, the charge for multi-family <br />developments was set at 5462 less per unit than a single family home. In addidon, Everett's <br />connection charges compare favorably to connecdon charges of many other local governtnents in <br />the Puget Sound region, <br />The City could establish a separate category for low income senior housing such a4 The <br />Meadows and Evergrecn Court. Unfortunately, the current ordina� •e does not include a seperate <br />category for low income senior housing. In addition, there is no low income senior housing <br />discount in the ordinance. In view of these facts, there is no basis for reducing the udlity <br />connection charges for The Meadows or Evergreen Court. <br />On a more positive note, the City will be reviewing the utility connccdon charges within the next <br />few months to determine if the schedule of charges should be mvised. At that time we can <br />evaluate if a separate charge should be established for low income senior housing or if a discoiu►t <br />rate for low income senior housing should be provided. Therefore, it is possible that fuhue low <br />income senior housing projects could be charged a lower rate than the standard muld-family rate. <br />The Everett City Council will make the final decision on any rovision to the schedule of utility <br />connection charges.
