Since 1980, the number of homeless families has grown because the <br /> available low cost housing has diminished or it does nor_ satisfy the <br /> needs of families. �he proposai of the A�^;,�soanr will provide an <br /> alternative for energency shelter for homeless families in an <br /> environment which meets the needs of *�e families and provides an <br /> adequate working environment for social workers who are helping the <br /> fmnilies.
