She contended that the requested Special Property Use Permir <br /> will create a transient problem in the R-1 zone. She also sul�nitted <br /> that the proposed Lse is an expansion a non-conforming use and contrary <br /> to the laws of the State of Washington and �l�e City of Et�ecett. (Hofer <br /> testimony) ' <br /> 30. A Wi��ess (Alkire) suhmitted that despite increasing cental rates. <br /> there is an approximate 2.96 vacancy rate in the City of Evecett. As a <br /> result, ac]equate housing is not available for the homeless and those in <br /> emergency needs, Zt�e proposed facility will provide sane relief for <br /> these groups. (Alkire testimony) <br /> 31. A Wi�ness (Rent) suhmitted his objection to the project because of the <br /> increased traffic in the aret+ and the potential safety problems. Also, <br /> the Witness stated that the facility will depreciate values of o�:her <br /> properties in the area. (Kent testimony) <br /> 32. A Witness (Fntliff) opposed the Special Pcoperty Use Pecmit. He <br /> sut�nitted thet the screening process for drug and alcrohol abusers is <br /> not accurate and the residents at the facility could create disruptions <br /> of �e nearby Phoenix and Jackson schools. A Witneae (Bischoff) , the 000rdinator of the needy foc the First United <br /> Methodist C2�urch, claimed that fhe Applicant will provide shelter for <br /> the homeless. She contended that there are public misoonceptions of <br /> who the haneless are. 'lt�ey are not always alcoholics or drug addicts <br /> or abusers of any kind. Rhey are often, aocording to her, individuals <br /> who t�ave been trapped in tl�e "gaps and cracks" of our society and need <br /> ter�porary housing to cestructure their lives. She submitted thar_ r� <br /> proposed shelter is oompatible in a neighborhood area and will not be <br /> disruptive to any segment of society. (exhibit 35) <br />
