The West side of Grand Avenue and a poreion of the East <br /> side oE Norton is overgrown with Ulackberries .�nd weeds but does not encroacl� upon <br /> any City property and apparently does nol- bother any adjacent private property ocaners <br /> as we have had no complaints in the past. There is one small area on the West side <br /> of Grand between 3Gdi and 37th that has been partially cleared out and apparently is <br /> used Uy cliildren for a play area. There was no evidence of any illegal activity at <br /> the site with the exception of a few empty Ueer cans. There is also a path that <br /> goes from Grand Avenue to the old Jachson school playground. This patliway presents <br /> a park-like atmosphere and there is no evidence of trash or anything else that <br /> would indicate other than a pathcaay to the play area. <br /> The school district maintenance foreman was contacted and he stated tliat lie would <br /> co-operate with us if we thought that the overgrowth was a proUlem. We feel that <br /> the area is being used by children wl�o are enroute to the playground and tha� no <br /> real problem exists. We will, however ask the schocl to trim the brush near the <br /> clearing so that the patrol division can view the area from the street. <br /> The two l�ouses mentioned in tlic letter are 3617 and 3619 Nor[on. 3G17 is for salc <br /> by the V.A. and is vacant. It is an ateraceive house and meets all requirements of <br /> the Housing Code. It is well cared for and supervised Uy the V.A. There has been <br /> no reports of vandalism or any evidence oE children using this house. <br /> The other liouse, 3619 Norton is ocaned by Operation Equality, who were attempling to <br /> rehabilitate the structure, bue ran into serious proUlems and apparently abandoned <br /> tlie pro,`�ect. The house, in its present condition is suUstandard and dangerous. It <br /> is open to thc Public and presenes an attraction to children. The house has been <br /> vandalized and the wiring has been partially stripped out. The plumUing system is <br /> non-existant and it lias structral defecrs. It is L-he opinion of this division that <br /> the house is a eotal loss. The Chief Inspectnr cc�ncurrs wilh this. ror the past <br /> several weeks we have Ueen Lrying to find a responiUle party to determine what we can <br /> do aUout tl�is house but so-far liave bcen unsuccessful. County records show the <br /> the property to be owned Uy tlie Snohomish County Rehab League wlio is represented by <br /> Pirs. Kenneth Chapman, 3412 Bell Avenue, Everett. We have made an attempt Lo contact <br /> Mrs. ��ri��bu� coere unsuccessful. A forn, letter has been mailed, and we are waiting <br /> for a response. <br /> We will pursue the mat[er furCher and, if neccessary, Uring ic UeLore the Council co <br /> abate tliis dangerous condition. <br /> An inquiry L'o tlte Patrol Division showed tliis area is no more trouUlesome tlian any <br /> other area within the Ciry.
