Larson;
Thank you for your December 8, 2005 letter summarizing your efforts to relocate the
Donovan homes from Block 238. You have documented that one-haff of the 22 homes
within the block have successfully been relocated to another site to be rehabi(itated for
single Family homes.
1'ou have rcqucsted the necessary waivcrs ro demolish the remaining elevcn houses after
January I, 2Q06, to make way for the hospital expansion. 5ection 3 of Ciry Council
Resolution No. 5595 approved a Waier of Certificate of Appropriateness to allov
demolition of houses on Block 248 that were not able to be moved or retained Condition
(a) requires that no demolition occur until after Januazy 1, 2006. "The purpose of this
condition is to give Providence Everett Iviedical Center time to find a developei and
locations to move at least 16 homes (7%) from thcir present location to an appropriate
sitc."
You have also dacumented in your letter your efforts as well as the many contacts you
have had with various orgtutizations and individuals conceming the potential for
relocating the remaining eleven houses. It is our observation that the lack of success in
,inding additional developers 1nd sites for the remaining eleven homes is caused by
several factors. These include a) lack of available vacant sites to move the houses for
rehabilitation in the general area, b) difficulty of moving houses for more than a short
distance, c) cost to repair and bring houses up to applicable building codes, and d) abiliry
oFsome of the dwellings to withstand the moa.
You have also described your eflorts to document with photographs the conditions of
131ock 28 prior to relocating any of the houses, and your plans to incorporate artifacts
Crom some of the houscs into a display that will be incorporated into the redevelopment
of Block 248 as part of the medical center expansion.
zl
J
CITY OF EVERETT • 2930 Wetmore Avenue, Suite 8-A • Everett, WA 98201 • (425) 257-8731 • Fax (425) 257-8742
