WHEREAS, on Mazch 16, 2005, Lverett City Council concurred with the recommendation of the Historical Commission�vith conditions(a)through (e) above; and WHEREAS, on July 20, 2005„ Everett City Council approved changes to the Comprehensive Plan Land Use map and rezones to allow e�pansion of PEMC into Block 2d8 of the Dcno��an District by Ordinance No. 2850-05, which indudes De��elopment Standards and Guidelincs; and WHEREAS, the �verett Municipal Code states in Section 296.060C(3) that the decision concerning the granting or denial of a certificate of appropriateness shall be made bg the mayor(or designee) on the advice of the commission according to the standards established in the commission's rules; and WHEREAS, thc Mayor has dcsignated thc City's Building Official to render the decision in Ihis maticr; NOW, THEREFORE, the Building Official approves a Certificate of Appropriateness to re-construct, alter, restore,remodel, repair,or move the house located at 13]8 Oakes Avenue, with the follo�ving conditions: (a) PEMC shall be required to comply��itli thc recommcudations, conditions and standards detailed in City Council Otdinance No. 2850-OS and exhibits thereto, all of which are incorporated herein Uy refcrence. (b) PEMC will make c��ery effori to a��oid damagc to tlic Donovan houses being moved off Block 243. (c) The houses will bc mo��ed and relocated Collo��ing estab'.ished standards for rclocation of historic propertics which preserve the historic integrity of the structures. (d) PEMC �vill complcic a thorough photographic documenlation of Block 248 and the streetscape of th� 1300 block of Oakcs as thcy new exist. (c) An cxhibit or display depicting thc history and characteristics of thc Dono��an District��ill Uc includcd in new de��elopmcnt on Block 243.
