WHEREAS, on March 16, 2005, Everett City Council concurred with the recommendation of the Historical Commission with conditions(a) through (e) above; and WHEREAS, on July 20, 2005„ Everett City Council approved changes to the Comprehensive Plan Land Use map and rezones to allow eapansion of PEMC into Block 248 of the Donovan District by Ordinance No. 2850-05, �vhich includes Development SLvidards and Guidelines; and WHEREAS, the Everett Municipal Code states in Section 2.96.060C(3) that thc decision concerning the granting or denial of a certificate of appropriateness sliall be madc by the mayor(or designee) on the advice of the conm�ission according to the standards establislied in the commission's rules; and WHEREAS, thc Mayor has designatcd the City's Building Official to render the decision in this m�tter; NOW, THEREFORE, the Building Official appro��es a Certificatc of Appropriateness to re-constnict, alter, restore, remodcl, repair, or move thc house located at 1324 Oakes Avenue, �vith the following conditions: (a) PBMC shall be reyuired to comply�vith thc recommendations, conditions and standards detailed in City Council Ordinance No. 2850-OS and exhibits thereto, all of which are incorporated herein by reference. (U) PEMC�ti�ill make every effort to avoid damage to lhc Donovan houses being moved off Block 248. (c) The houses will be moved and relocated following established standards for relocation of hislonc properties which prescrve thc historic integriry of thc stn�ctures. (d) PEMC will complete a thorough pliotogr:iphic documentation of I31ock 248 and the strcetscape of thc 1300 block of Oakes as tliey no�� exist. (c) An csliiUit or display depicting the history and characteristics of the Donovan District �vill bc included in ne��de��elopment un Block 245.
