A <br /> � �.(�7Y.I� <br /> � Description of Proposal <br /> The proposed action is the iSsuance of grading and building permits to allow the <br /> construction of a two story 12-unit apartment building. The following factors weze <br /> considered, and the listed requirements were placed in response to comments submitted <br /> during the environmental checklist review of this proposal. <br /> 1. The site is zoned R-4, Multiple-Family High Density Residence Zone, which would <br /> � allow this use. <br /> 2. Access is proposed via Oakes Street which is approximately 10 feet below the <br /> grade of the site, and via the alley East of Oakes. Street access will require <br /> • City Council approval. Access circulation and parkinq plans must be approved <br /> by the Public �9orks Department. Plans shall include all abutting public right of <br /> way. Landscaping in confoxmance with the City's zoning code is required. <br /> 3. Drainage must be designed in conformance with the •City's Dzainage Ordinance; on <br /> � site detention is required. Approval of a olan to control erosion is required <br /> prior to cocmnencing site preparation. <br /> 4. Views from existinq residences to the West may be partially blocked by the pzo- <br /> posed structure. <br /> • 5.
