NARRATIVF � � . - ` � . . � � ... .. . .. _ <br />I was dispatched to investigate a blocking traffic collision involving a fire hydrant at Olympic Bivd. and <br />Park Place. I arrived on scene making contact with EFD einployees who stated that driver Thuline is <br />not injured however appears high on drugs. EFD employees also advised me that Thuline removed <br />items from the vehicle and appeared to want to conceal them as she did so. Lastly the EFD <br />employees advised me that they removed the fire hydrant from the roadway which was where they <br />found it after it was dislodged from its location. I observed tire marks going southbound through the <br />grass in the front yard of 506 Olympic Blvd. leading up to the point of contact with the fire hydrant. <br />The fire hydrant was in the southeast corner of the yard at 506 Olympic Blvd. with the vehicle tire <br />marks showing that the vehicle was completely out of the lane.of travel when the collision occurred. I <br />listed the Property Owner of the fire hydrant as Unit #2 in this traffic collision report form. <br />I contacted driver Thuline who was crying and stated that she was alone driving her vehicle 243TZI <br />when she had a panic attack. Thuline stated that she has mental health issues related to her having <br />frequent panic attacks. I identified driver Thuline by her WDL. and upon checking DOL found it to be <br />in valid status. I asked Thuline if any other vehicles were involved in this traffic collision and she <br />stated that no one else was around. I asked Thuline the standard questions related to a collision <br />investigation. I observed Thuline exhibit the physical characteristics that I associate with <br />Methamphetamine use. I could not smell any alcoholic beverage odor on the breath of Thuline. I <br />asked Thuline if she had been drinking alcohol or used drugs today and she stated that she took her <br />normal dosage of Zolof for her panic attacks. � <br />I found that the vehicle 243TZI driven by Thuline was severely damaged with multiple airbags <br />deployed and blocking Park Place requiring towing for removal hom the scene. I further identified <br />driver Thuline and her vehicle as Unit #1 in this traffic collision report form. I observed no evidence <br />inside the vehicle from viewing it outside to indicate drug usage. The mother and another female <br />arrived on scene to assist Thuline in calming down. I did not believe I had enough probable cause to <br />arrest Thuline for DUI. Thuline caused this collision by driving with wheels off the roadway. I provided <br />Thuline with a copy of an Exchange of Information Fortn and the infraction explaining each of them to <br />her. I provided Thuline wilh a warning for not updating DOL with an address change. <br />PAGE 7 OF 4 <br />
