. -
Nr. Joh Switier
April 3, 1990
Page 2
University of Soutlern California Foundation for Hydraulic
Research and 9ackfloa Prevention about this case. They were
adamant that an RP device be installed on the dialysis line.
Subsequent to these discussions, I notified you by phone and in
writing of the decision. I also arranged for a 30 day temporary
occupancy permit so that you had time to investigate less
expensive alternatives for the installation of the RP device.
3.) The single check valve used in the dialysis equipment is not
approved for backflow prevention by the Washington State
Department of Health, or by regulators in any other state.
4.) Vacuum breakers are not approved for backflow prevention when
there is potential for pump back, or when the potential hazard is
high, such as in the case of dialysis equipment.
5. ) You called my attention to the fact that dialysis machines were
used in private residences. Thank you for that information. I had
not previously considered this aspect. We will be informing all
persons using dialysis equipment in their residences of the
requirement for backflow protection witf an RP device.
6.) Please recognize that the City's primary role in backflow
revention is as a regulator, ot policeman. While we do our best
to plug in as early as p.>sible in a project, it is the specific
responsibility of your plumbing designer to know the codes and
regulations. The industry standard for backflow prevention as it
relates to dialysis equipment is to isalate the water supply line
to the dialysis machine with an approved RP device. This is well
known and practiced throughout the country. Additionally, the
city only signs off on exterior plumbing plans. We do not review
interior plans. Probably due to the huge potential for field
changes. Thus we inspect and approve/disapprove interior plumbin9
schemes during and after construction, as do other cities. The
result is that an owner depends on the desigr.er and plumber to
deliver an acceptable system.
I ha asked Bill Bruce to work with you en this matter if you wish his
assistance. If you have any questions, please do not hesitate to call me at
59-8800. Thank you for your cooperatioii.
Si erely,

Dan Lowell
Utilities Operations Suot.
cc Jerry Vrooman
Larry Crawford
Tim Tyler
file
,,,P.,.>.,.
