FINAL DECLARATION OF NON-SIGNIFICANCE <br /> SEPA l� �2—:L <br /> This Final Declaration of Nonsignificance shall expire one year from <br /> date of issuance unless a completed building permit application has <br /> been submitted within that time. A request for a one year extension of <br /> this Final Declaration of Nonsignificance may be made to the Planning <br /> Director prior to the expiration date. <br /> DESCR.?P'�ION OF PROPOSAL: <br /> The proposed action is the issuance of a Building Permit to allow the construction of a 120 ft. high <br /> radio tower. 1'he following factors were considered and the listed requirements were placed in <br /> response to comrr,ents submitted during our review of an Environmental Checklist for this proposal: <br /> 1. The site is zune C-2, heavy commercial-light industrial zone. <br /> 2. The steel tower would be 3-sided, 22 inches wide on each side, and 120 feet high. <br /> 3. The tower would be located in the landscaped area (20 ft. north of the N.E. corner of the <br /> existing building), and would not effect the number of parking stalls. <br /> 4. Detailed drawings shail be submitted to the Public Works Department showing site parking <br /> layout, landscaping and existing public utilities. Public Works Department approval of these <br /> drawings is required prior to any permits being issued. <br /> 5. During construction, all truck traffic to and from the site within the City of Everett shall be on <br /> arterial streets unless otherwise approved by the Public Works Department. <br /> 6. City streets and alleys are to be kept clear of dirt and debris at all times during construction. <br /> Dust suppression and street cleaning must occur as directed by the Fublic Works Inspector. <br /> 7. AI1 exposed ground must be resePded or restored to original condition within 30 days of the <br /> c:ompletion of construction. If reseeding is not practical due to weather or seasonal problems, <br /> the ground must be covered with mulch as directed by the City Engineer. <br /> �. Some form of barrier approved by the City Engineer (such as concrete bollards) must be <br /> provided around the base to protect the tower structure from vehicular impact. The structure <br /> is between a stall and a parking access road. Also it is recommended that the lower 10 feet of <br /> the structure be climb-proof. <br /> (Copies of City water, storm and sewer charts are attached for devele�er'� use). <br />
