Providence Hospital
SPU 18-87
Page -2-
After due consideralion of the evidence presented by the
Applicant; evidence elicited during the public hearing; and as
the result of the personal inspection of the subject property
and sucrounding areas by the Everett Hearing Examiner, the
following findings of fact and conclusions constitute the basis
of the decision of the Everett Hearing Examiner.
FINDINGS OF FACTS
1. The Applicant has requested approval of a Special
Property Use Permit for the construction of a one-story
building to house a magnetic resonance imaging unit on
the southwest corner of Pacific and Nassau in the City
of Everett, Washington. The proposed buildinq will be a
4,096 square foot structure that will be built on the
existinq hospikal site. (Cunningham testimony)
2. The hospital site is a seven acre tcact located on the
corner of Pcific and Nassau. On the seven acres are
the hospital and various clinics and cosnplimentary •
parking facilities. The Applicant has received a
Special Property Use Permit for a parking qarage
structure on-site for the addition of approximately 300
parking spaces. This structure is proposed to be
completed durinq the spring of 1989. (Cunningham
testimony)
3. The proposed structure is desiqned to be constructed on
an existing parking lot of the hospital. The structure
would result in the displacement of sixteen parking
spaces. (Cunningham testimony)
4. The proposed structure will house a ma9netic resonance
imaging unit. Such a unit is a non-invasive diagnostic
tool that eliminates the need for X-rays and other types
of radiation. This service is currently provided in a
mobile unit at the hospital on a limited basis. The
proposed facility will provide a continuous use for up
to ten to twelve patients per day. (staff report,
Saline testimony)
5. The Everett Municipal Code (EMC) 19. 58 .O10.C. 2 requires
Special Property Use Permits for hospitals and similar
uses which provide health services for citizens. As a
result, the proposed facility of the Applicant must
satisfy the criteria of EMC 19. 58 .O10.B. That criteria
include:
a. The proposed use must be reasonably compatible
with other uses and potential uses within the
general area in which the use is proposed to be
located;
