In addition, the <br /> Applicant has requested a variance from height standards for R-S, <br /> Single Family Suburban Residential zoned property fran tl�e 28 feet <br /> permitted height to a height of 35 feet. (CUnningham testi,�any) <br /> 2, 'fie subject property is zoned R-S, Sin91e Fmnily Sutwrban Iaesidential. <br /> In 1986 the property was rezoned by the City of Evecett fran R-S to <br /> B-2, with a Oonaomitant Agreemen' , 1t�e Agreement required that <br /> specific conditiona be oo�leted prior tro the reoording of the rezone. <br /> At the time of the hearing, the oonditions had not been oomplied with <br /> arxi the rezone had not been recorded. Rhe church is located nocth of Burley Drive and <br /> west of Meadow Way in the City of Everett, Washington. 7t�e church haa <br /> operated on this site for approximately 30 years. In June, 1983� the Applicant was granted a Special Property Use Pecmit <br /> for the e�ansion of the c�hurch facilities and a variance from the <br /> height standacds. Zfie expansion did not occur and "che Applicant <br /> reanplied with a different proposal than that as approved in 1983. <br /> (Cunningham testimony) <br /> 5. 7t�e �verett N.unicipal Code (IIAC) 19.58.O10.C.2 requires that <br /> developnent or expanaion of churches be considered under tlw criteria <br /> for Special Property Use Pecmits within the City of Eqerett. IIdC <br /> 19.58.O10.B (1-3) sets forth the criteria that must be satisfied in <br /> ordec for a Special Property Use Permit to be granted. 2fi4y include: <br /> A. 'She proposed use must be ceasonably ocM�q�atible with other uses <br /> and potential uses within the general acea in wfiich the use is <br /> proposed to be located; <br /> B. Zhe use m�st not have a serious adverse effect on the ecrology <br /> and/or envirormient of the oamiunity; and, <br /> C.
