The property owner ie not �'� j,� l <br /> notified by the Utility Department �egarding a delinquent b�`" <br /> utility bill until the tenant has vacated the premiaes . At V� <br /> that point, the landlord hae little or no recourse againat a � <br /> tenant and consequently the landlord ie obligated to pay the `' � <br /> bill in ozder to keep hie property fr�e of liens. �2. The �jF�U' �� <br /> Utility Company hae reduced incentive to correct past due ! � I� � <br /> bille from a delinquent tenant kno+wing that the pro ert u i <br /> owner hae the ultimate responeibility if their collection �� � I9 <br /> efforto are unsuccesaful. To alleviate this problem, I would , I �� � <br /> suggeet that the City examine the feasibility of estgbliahing f�fe �,�, <br /> a pollcy of collecting utility depoeits from non-owner occupants, ��-f �, <br /> both reeidential and commercial, which could be used for the � <br /> final payment of the utility bill.
