In particular, the storm water autfall Corm the projcct site into the Narbeck Crcck ,
drainage, which you determined will not requied a hydraulic project application (HPA) permit.
This letter is presented to document our mutual understanding and will be submitted to the City
of Everett as the proponent's response to the cxamincr's requirement Eor a HPA.
The Norpro Site is located at the noRhc:ut corner of the intersection of Merrill Creek Parkway
and 23rd Drive West. Thc existing sile is densely wooded and generally drains to the northwest
I into Powder Mill Basin and northeast into Narbeck Creek (which we arc addressing herein).
, T'he area draining into Narbeck Creek will remain unchanged. The southern part of thc Narbcck
contnbutory arca "B" shown on thc Existing Drainage Condition Detail on shcet Cl of 3 (encloscd),
will be a paved "trucking" area. The northem part of"B" will be graded and seeded. The top of thc
impounding berm along the castside, with it top elevation at 585.5 feet is thc lowcst containment
i perimeter. Water will bc relcascd from thc pond into a grassy swalc (biofilter) 202 fect long.
Similady, runoll Gom the northern part of "B", will also Llow castedy, then to the southcastcrn
corner. Once there it will be impuundcd, relenscd at 03 CFS through an orificc in a Lloatablc
material scparator, thcn pipcd to thc outCall.
The tinoff from both arcas will then bc convcycd vin the buricd outfall pipe to a energy dissipator
and quarry spails dispersion bcd as it is rcleased into thc drainngc.
.
i
I'_061 JS1.1_'s0 Pus('-OGI151-a09J Plannine• [n;;incering• Surveying• Landscape Dcign
