The State Department of Transportation (DOT) submitted a <br /> cemment, dated July 18, 1989, on this project recommending that <br /> a detailed traffic study be completed for this project and that <br /> �dverse impacts on the State system be mitigated by the <br /> developer. DOT recommends a criteria of l0 peak hour trips at <br /> an intersection as the threshold for requiring a traffic study. <br /> Approximately 30 people will be employed at this site, under <br /> this first phase of development. <br /> / l� Develo ment of the remainder of the site is unscheduled at this <br /> P <br /> � time and wiZl be subject to an environmental review under SEY:. <br /> C�i at the time development is proposed. The City's threshold for <br /> j � requiring a traffic study is che generation of 50 peak hour <br /> I trips. This phase of Norpro's development does not meet the <br /> , I `�� City's criteria and, therefore, a detailed traffic study is not <br /> ! required at this time. Any additional development of the site <br /> will require a detailed traffic study of the projected traffic <br /> � from the site including the traffic generated by this first <br /> � � phase of development. Adverse impacts on the traffic system <br /> I �`� caused by the cumulativ? impacts of this phase of development <br /> � together with any future development on the site aill have to be <br /> mitigated by the developer in conjunction with any development <br /> 'I __' <br /> beyond Phase I. Sixty feet of right-of-way is to be dedicated to the City of <br /> Everett for street purposes for 23rd Drive W. and Merrill Creek <br /> Parkway per the Seaway Center Binding Site Plan /I1-87.
