23. Buildings with facades greacer than sixty (60) feet in leagth shall provide architectural <br /> modulation. Special landscaping veaunenc which creates a visual break in the building <br /> facade shall be required on all blank building facades which are in ezcess of forth (40) <br /> feet in length. Eacades modulation shall meet the following mirtimum modulation <br /> requirements: <br /> 1) Minimum modulation depth is 5 feet <br /> 2) Minimum moduladon width is 15 feet <br /> 3) Mazimum modalation width i� 60 feet <br /> 4) Ivlmimum moduladon height is 50% of the building facade <br /> 5) The Planning Direttor may approve another method of architectural <br /> modulation which results in an equivalent or superior articulation of the <br /> buiiding, and which gives the building the appearance of not having tlat <br /> facade surfaces for subs+andal portions of its length. <br /> (SEPA Land and Shoreline Use and Aesthetics Policies and SEPA MDNS No. 15-87) <br /> 24. BuildinE design is encourageci to be architecturally pleasmg with a visual variety of <br /> materials, facade moduladon, and detail. (SEPA Land and Shoreline Use and <br /> Aesthetics Policies and SEPA MDNS No. t5-87) <br /> 2g, puWoor storage and refuse disposal areas shall not ezceed five percent(5%) of the <br /> gross floor araa of all buildings on a lot without prior approval of the Plannmg <br /> Director. Outdoor storage areas shall be totally screened from public rights-of-way, <br /> surrounding proQerties, ac►d pu'king areas. Chainlink, cyclone, and barbed wire fences only be allowed in situations re�uiring <br /> security measures by approval of tLe Platuting Dirxtor and shall crot be a�lowed <br /> adjacent to public nghts-of-way. Only so1�d wood, rock, brick, or masonry fences are <br /> permitted without spacial perm�ssion of the Planning D'vector. (SEPA Land and <br /> Shoreltne Use and Aesthedcs Policies and SEPA MDNS No. 15-87) <br /> The lead agency for this propa�al has determined that it does not 1�ave a probable significant <br /> adverse impact on the envvonment. M Environme.mtal Impact Statement is not required under <br /> RCW 43.21C.03Q(2)(c). This determiesdon assumes compliance with State law and City <br /> ordinaeces related to general environmental protection includmg but not limited to right-of- <br /> way improvement requirements, drainage, etc. This decision was made after roview of a <br /> completed environmental checklist and otha' informadoa on file with the lead agency. This <br /> information is available to the public on cequest.
