ADVANCED CHEM/CAL TECHNOLUGIES, INC.
P.O.BOX 21,REDMOND,WA 98073•002'I E•MAIL:ALLAN_ADV_CHEM@MSN.COM OFFICE:(425)888-7804 FAX:(425)898•5882
April 25, 2007
James F Paige,General Manager
Tyee Aircraft
3088—100'"Slr.S.W.
Everett,WA 98204
Ref: Hezardous Material Inventory Statement and Occupancy Rating Summary
Permit Application(or New Building
Dear Mr. Paige:
This letter reporl contains information for the City of Everett Fire DeparlmenCs plan review of your new building.
Purpose and Methodology
The purpose of this Ielter report is to consider Ihe(acility, human health and first responder risks associated with Tyee's
hazardous material management. The methodology is oullined in the Internalional Fire Code. The IFC outlines the low
material levels that trigger a hazardous material permit. Progressively higher levels of hazardous materials (both by
quantity and hazard class) can Irigger progressively greater(acility construction standards. These higher construction
standards are typically called "H" occupancies and their construclion requirements are specified in lhe building,
mechanical, plumbing and other codes.
Tlie code mandated process starts with an Hazardous Materials Inventory Statement(HMIS, See Table 1). Its format is
suggested by the IFC but enhanced in Ihis report lo include lhe material's faciiiry location and hazard communication
standard designations. Your personnel can also use Ihe HMIS for on•going compliance purposes. The HMIS contains
tlie hazard classifications for each material. The hazard classifications are then consolidated and compared to the
regulatory limils(See Table 2).
Overview
The exempt limits cited on Table 2 are (or each control area. The manufacturing poAion of the building contains all of
lhe subject materiais and is one conlrol araa. The vast majority of the hazardous materiais are combuslible liquids used
lo cool and lubricate machine tools and the parts during fabrication. Small quantities of adhesives, sealants and
solvenls are used on benches to assemble attachmeNs and rods.
sizabte by-product (not a wasle due to its recycle value) is the chips and turnings removed during machining. The
residual liquid on the chips is partialiy removed in a centri(uge. The centrifuge liquid extract, floor mop water, waste
valer with soluble coolant and olher small waste water voiumes will be chemicaliy treated in a batch tank. The treated
w:iter will be discharged to the sanilary sewer and the separaled organics sent off site for waste fuel blending. The chip
colleclion, centri(uge, batch ireatment and recyclable material storage area is in lhe norihwest comer of the building.
Unit Processes and Materials Exompt from Hazardous Material Facility Permit
Painl booth—The facility's paint booth is a small, bench top, touch up type. The maximum part spray area is well under
nine (9) syuare feet. Therefore, IFC 1504.2 exception number 2 references IFC 1504.9 and ihe painting operation is
not regulated as a paint boolh under Ihe IFC. The paint spray volume is well under one pint per day. Therefore, per IFC
105.G.33, an operational permit is nol required for Ihis process.
Compressed Gases — The facility lias three 140 cubic foot cylinders each containing argon, argon/carbon dioxide,
nitrogen and one 100 cubic foot conlainer of nitrogen. IFC Table 105.6.8 indicates the facility permit threshotd is 6,000
cubic feet. Therefore, these four cylinders are permit exempt. An oxygenlacetylene weiding set and forklift propane
cylinders are not exempt and are covered in ihe HMIS.
