ti
TO: Larry Crawford R I O I DFROM: Gar - Plannin jY g Y JUN 19 1990
DATE: June 19 , 1990 CITY OF EVERETT
SUBJECT: Clearing Permits Public Works Dept.
It has come to our attention that Public Works may be issuing
Permits to allow clearing on property which has not received
necessary land use reviews. We have received citizen calls on
two such situations in Powdermill Gulch and Narbeck Creek. With
the sensitivity of these areas we may expect more such calls. If
I am wrong about these situations, please accept my apologies.
Section 37 of the Zoning Code regulates development on lands
which have environmentally sensitive features, including required
buffers. Specifically, Section 37.160.D.1. , attached, directs
that permits for clearing, grading or filling not be issued
unless and until the land clearing or modification is part of an
approved development activity on the site.
Since so many of the sites in the city are environmentally
sensitive it would be best to have clearing permits not
associated with approved projects reviewed by Planning Staff
before issuance to determine if they contain environmentally
sensitive features. I am going to suggest to Bob, when he
returns, that you and he meet to discuss this issue.
THANKS
