In accordance wlth your directions, Chief Smith, Hille Collina, Lawrence Lrickson, Frank �Voltring and I investigated the best method of imple- menting a program to get rid of dilaptdated and dangerous buildinga. It wad the consensus of all present that the simpleet and most oUvious method would be the strict adhereace to and enforcement of Section 203 of the Untform Building Gode �vhich has been an ordinance of the City for inan}� years. Thls Code permite the Building Inapector, upon determining that a building ie dangerous, to notify the owner to repair or demolish the etructure and to commence auch work withtn 48 hours of receiving the notice. It also permita, with approval of the City Council, prosecution of those owners who fall to comply with the order and in addition allowa the City Council to inatruct the Building Inspector to proceed with the work, paid for by the city and levied ae a apecial asseesment against the property. Therefore, to get thie program icnpleir,ented, the Bu[lding Inspector lias iudicated he will start immediate proceedings under eaid Section 7.03 of the U. B.
