Plumbers may turn on water for the purpose of testing their pipes, but they must leave it shut off at the Company's service - cock, and in no case turn on the water for consumers. The water will not be turned on to any premises until the statement herein required has beendurnished to the Compmiy and the inspector shall certify that the wort: has been done in accordance with its rules and regulations.
